The Act gives the government power to apply two housing standards, which already cover social housing, to private rented homes. Both need further regulations.
What is changing
- Awaab's Law sets deadlines for dealing with serious hazards. In social housing, emergency hazards must be investigated and made safe within 24 hours, and significant damp and mould investigated within 10 working days, with the tenant moved out at the landlord's cost if the home cannot be made safe in time.
- The government consulted in October 2026 on extending Awaab's Law to private lets. It is unlikely to apply before 2027 and may come in 2028.
- The Decent Homes Standard will apply to private rented homes from 2035. Homes must be free of the most serious hazards, in reasonable repair, with reasonably modern kitchens and bathrooms, and adequately heated and insulated.
What it means for you
- Older homes are most exposed. Kitchens, bathrooms, roofs, windows and heating may need replacing before 2035.
- Fix damp and mould properly now. Tenants can already complain to the council, which can fine landlords for serious hazards.
- Build likely upgrade costs into any decision to keep a property. For some homes the cost of meeting the standard is a reason to sell.
